Starr Consulting & Advocacy was begun in 2016. As a mother of children with Autism and other special educational needs I had to navigate the public school system on my own starting in 1997. Autism wasn’t a “thing” at the time. I remember one teacher saying to me, “We don’t like telling parents that their child is mentally retarded.” This was said in response to my question as to why no one had pointed me in the direction of an evaluation for my young son who was struggling with social skills and expressive language in early elementary school. I will never forget that experience and the ones that inevitably followed. I have been on both sides of the I.E.P. table so when I tell you that I know how you feel, believe that.
After years of fighting this fight alone, and two more children who required services for both gifted students and Dyslexia – ADHD, I found my calling in helping other parents who face the same battles- and win. My professional experience is deeply rooted in a combination of education and social services. This enables me to have positive relationships with both school personnel, administration, parents, and service providers.

I have attended hundreds of I.E.P. meetings over the years both in person and via video/telephone conference. I’ve filed several state complaints with successful outcomes and participated in Mediation proceedings to support parents and their students.
As your private advocate, I will assist you in communicating effectively with school personnel, request needed evaluations, interpret the ‘education-ese’ often thrown around to intimidate you and accompany you to any meetings where your student's educational environment is discussed.

Dawn Starr is simply the BEST! She commands attention the moment she walks in the door. While she doesn't back down, she maintains a good relationship with everyone she deals with. I was tired of fighting the schools without success and then we found Dawn. I can't describe fully the feeling of peace I have at IEP meetings with her by my side. From start to finish she advocates for our children while taking the weight off of us parents. She is highly knowledgeable and most importantly she gets results!
